Mission to Egypt: CESI Expands Collaborations in North Africa

From October 13 to 18, 2025, Laurianne Giteau ,Head of International Relations and Rima Hleiss, Lecturer and Researcher at CESI LINEACT traveled to Egypt.
The mission aimed to develop existing university partnerships in the region and participate in the “Choose France” education fair in Cairo, organized by Campus France.
Franco-Egyptian Forum on Higher Education and Research
On October 15, the French Embassy in Egypt and the Egyptian Ministry of Higher Education and Scientific Research organized a meeting to review the progress of projects resulting from the Franco-Egyptian meetings launched in October 2024. The French Ambassador to Egypt and the Minister of Higher Education and Scientific Research were present. Since the April 2025 meetings, cooperation has significantly accelerated, thanks in particular to the support of the French Embassy in Egypt. CESI was represented, primarily regarding partnership projects with two higher education institutions in Cairo: EUI and UFE.
Choose France Education Fair
On October 16 and 17, CESI participated in the “Choose France” education fair, which brought together numerous local and international institutions in cooperation with Campus France and the French Embassy in Egypt.
The event provided an ideal opportunity to meet with Egyptian students interested in studying in France and to present CESI’s engineering programs.
Dual Degrees, Research, and Franco-Egyptian Cooperation
The Egyptian University of Informatics (EUI) is finalizing the implementation of two dual degree programs with CESI: a 3+2 program for the Faculty of Science and a 4+2 program for the Faculty of Engineering. The two institutions are also finalizing a student exchange agreement. Official signatures are planned for early 2026.
These programs aim to promote student mobility and engineer training in digital sciences. EUI, LINEACT, CESI, and partner teams are also exploring research topics of mutual interest.
Discussions with the French University in Egypt (UFE) regarding the finalization of 3+2 agreements also continued, reflecting a shared commitment to strengthening Franco-Egyptian academic cooperation. The official signing is also scheduled for early 2026.
CESI is collaborating with UFE to organize the IEEE “International Conference on Smart Sustainable Systems for Computer and Engineering Applications (3SCEA 2026)” which will take place in Cairo from April 19 to 21, 2025.
Rima Hleiss, a lecturer and researcher at CESI LINEACT, and Yohan Dupuis, CESI LINEACT’s director, are in charge of two thematic sessions at the conference.
Memoranda of Understanding (MoUs) were signed in April 2025 during a ceremony held in the Coupole Hall, an emblematic venue of Cairo University, between CESI and EUI, and between CESI and UFE. The event was attended by the President of the French Republic, Emmanuel Macron, as well as the French and Egyptian Ministers of Higher Education.
International Momentum Supporting Student Mobility
Beyond these collaborations, this mission helped reaffirm CESI’s role as a committed player in developing engineering education in North Africa through balanced, sustainable academic partnerships.
These projects are part of a broader internationalization strategy aimed at diversifying mobility opportunities for students and academic staff.
Through successive missions to India and Egypt, CESI demonstrates its commitment to international development and its ambition to bridge the gap between scientific and industrial cultures. Through these initiatives, the school pursues a clear objective: to educate engineers who are responsible, innovative, and global citizens.
